Many paragraphs later:

Mr. Comey knew the investigation of the Trump campaign was just underway, and keeping with policy, he said nothing about it."

Yeah, I'd say he "shaped" the election.

SIX YEARS LATER, FUKUSHIMA HAS ITS CHILDREN BACK
